That's the front of door jam/frame, right?

I'd guess windshield seal if it's both sides.

Camper or hardtop?
While sitting still or while driving?

Those are ram air channels, they feed from the ram air duct in the frint upper grill, through the air distribution box and into the doors to the "B" Pillar.

On the campers, the drivers side is blocked off.

It is possible when driving in heavy rain for moisture to pass through if the drain holes are clogged up with debris (often mouse nests) in the ram air box.

Or, check for a bad windshield seal.

Rust hole under the windshield seal (at the base). Use a screwdriver or popsicle stick to lift the seal up as much as possible and look for rust holes, especially at the corners.

Your location plus the obvious evidence of a repaint suggest that there is rust there that wasn't addressed. Sorry.

Thanks would you suggest looking at the seal from inside the van or outside or is there only one option?

I should mention I just got a new windshield about a two weeks ago. It's not factory vw so maybe it doesn't fit? I will look for the rust first I suppose. I just bought this van about three months ago and it's my first vw I'm still figuring it all out

Any reputable glass installer should have noticed and mentioned any signs of rust-through on the lip surrounding the windshield. But these days, few are that diligent.

Even without rusted holes, an ill-fitting seal can allow water in. 3M 8509 Automotive Bedding and Glazing Compound can be applied under the rubber seal even after glass installation to help with leaks.

If you have a leak on the passenger corner, you should be able to see it from beneath by dropping the glovebox.

Yeah I honestly doubt it's rust because I was there when he did it and I think I took a close look but I don't really remember. I know I saw nothing alarming like that pic

Do not silicone the seal or worse, urethane it!
Use the 3M bedding compound referenced above. The others are too permanent or leave a heinious residue behind when early failure happens.
