My opinion:
Don't re-use clips unless you like having them break when you try to bend them back into shape or possibly losing hubcaps while driving after the clips break because they are weak from age/rust/bending/whatever.

Video feedback:
1. Something is wrong with your drill or drill bit, it should be drilling through those wayyyy faster.
2. It wayyyy faster to grind off the rivet heads from the other side. Grind for like 5-10 seconds and the rivets punch right out. Plus you don't risk screwing up the rivet holes in the wheel.

Better to do as the shop manual and use a chisel to pop off the head of the rivet on the hub cap clip side.

If you have to use the old clips, install only one back on each wheel and use new ones for the other four. Then you can use the other now spare used hub cap clips to replace the old used one on each rim as each snaps off.
