It should be way better than that. Make sure your timing is set correctly at 28° BTDC @3800+ rpm, hoses off and plugged. Do not reinstall the hose to the retard can if the can will not hold vacuum.

Have you had a wide band O2 meter on your exhaust to see what your AF ratio is? If you are too lean you gas mile and power may suffer.

Last small engine I broke in was a Honda. It got better mileage after 7k or so. Less internal friction or something.

Of course that was a lot of lawns.

Rebuilt and functional distributor, timing has been set, but I could check again.

Wouldn't running rich cause bad mileage?

I was wondering if it might actually be running rich b/c my fuel pressure regulator is just out of spec (too high by 1-2 psi).

I'd verify timing at different rpm. The Bentley manual advises what to expect.

I'd also check compression.

Is your van CA spec or Federal?

If CA it's got an O2 sensor for feedback. The air fuel ratio should be good since it passed smog.

If federal there's no O2 sensor and fuel ratio could be a problem, but the smog check might have detected this.

Timing should be at the top of the list of things to check.
