When I apply 12V to the green wire, the shaft turns slowly. When I apply 12V to the black wire, the shaft turns more quickly. It sounds ok when running- no grinding noises etc.
It probably could still use a good internal cleaning and regreasing, but at least you know the electrical parts aren't fried.
The outside obviously needs to be cleaned.
