i bought a 71 standard a couple months ago and i have never seen this type of steering wheel in a bug before.
its the pre 73 steering wheel but it doesnt have the half moon horn ring on it.
it has some damage to it and i want to replace it with the same version but i cant find one.
does any one have info on it?

Different & definitely kool.
Maybe not VW, any marks/stamping anywhere ?
Tons of videos out there on steering wheel refurbishment/rehab. Companies out there doing that, also.

i havent pulled the steering wheel yet to look at the back if there is a VW part number. i will eventually have to as the PO re-installed it about 3 or 4 splines off to the left. |

This... That's a Canadian steering wheel, base model.
If you compare the pics, the spokes are different too, and different diameter.

Wow, I had a 71 with that wheel, also. _________________ 1973 standard, yellow, lowered, 3” narrowed front, 1600 blo-thru turbo w/single dell 15.4@86, so far
11.41 et buggy. Long gone

That’s the steering wheel that came in 1971 model year “standard” Beetles in the USA — e.g.:
The US 1971 Super Beetles had a slightly more “fancy” interior (e.g. had door panels w/ pockets, and passenger sun visor w/ vanity mirror), and came with the more familiar half moon horn ring steering wheel as well.
VW then switched to the 4-spoke plastic horn pad steering wheels for 1972 and beyond, on both the regular and Super Beetles models.
Note that both these 1971 steering wheels (one the plain black horn button used on standard Beetles, and other with the silver horn ring used on Super Beetles) were one-year-only items in the US. Thus that type of steering wheel (w/ plain black horn button) is somewhat rarer than others VW used throughout the years. My car came w/ one in it, but it was cracked pretty bad in a few places. I later sourced a 1971 Super Beetles steering wheel and put it in my car.

I've got the same wheel. It originally used the same horn button as a bay window bus, but I modified a junk d-ring from a regular wheel to hold the crest button.
Mine is from a European 1200A.
I do have another. When I get a chance, I'll post the part number on the back. It's not a bus wheel, the bus version is larger in diameter.

I agree with baldessari's explanation. Stock, original wheel for US-spec '71 Standard Beetle. The '71 Owner's Manual in the Tech section shows only the interior and steering wheel for the Super Beetle, which was the "deluxe" version wheel just like what the '70 Beetles had. |

Sure! Just to be clear, I'm not saying that these wheels were only used on late model 1200 beetles, I'm sure they were also used on 71 regular beetles, too.
Here's another though, this one is in a 1977 German brochure;
