The mystery extra-tall air cleaner looks like it's just a normal '65 beetle unit according to this thread. The photo we were looking at before made it look taller than it is. I added a few photos to my gallery for those that are interested. The part number is 113 129 813C.

The headlights look like standard US spec headlights based on what's in the BD headlight thread. They are date coded 12/54, which would make sense.

Yeah Lb is a reach. Usually they spell out a word. I couldn't find any BD standard examples though.
