This is under the drivers side floor mat on my 84 adventurewagen. I don't know what it does or where to plug it.

If connector has been replaced, possibly ground to base of steering column?

A VW installed ground wire typically would be brown. (Looks almost black on my screen)

I think I like your suggestion.

I forgot to point out the channel that is part of the metal floor where the wire lives. Because there is only one channel I figured it would be obvious to someone what it is for. The wire is brownish.
