Ok. How would rainwater get into the passenger heater vent? While the outside rubber window scrapers are shredded/missing chunks, I don’t see how that translates to water in the heater duct/tunnel. The door step is solid. Maybe via trunk? (It was closed). Weird

Probably right in the corner of the front quarter panel. Bad hood seal or windshield seal. There should be a drain in the bottom of the quarter, in the area of the fender/running board/ door hinge. These get full of dirt and clogged up. By the looks of the heater outlet, it seems this has been going on for some time.

On my Bug it did simular, it was a leak in the windshield, dripped down the defogger vent. Ignored it, until it rusted out a hole in the quarter panel. do NOT ignore it!

test by having helper spray high pressure water all along the windshield seal, while you are inside, examining the lower areas of seal. the leak my start someplace other than the lower corner, say on top of windshield, but the water may exit down near the defogger vent.

Of course there are other potential sources for this, bit for me it was the windshield seal

DO NOT IGNORE IT! RUST WILL WIN! BUG LOSSES.

Bug On!

Read up #9 here:

https://www.thesamba.com/vw/archives/manuals/looklistendoitbetter.php

Also read up in the "Damage Numbers" manual here on leaks:

http://www.oacdp.org/

New seal/s and sealant will be required.

Thank you very much for the suggestions. The Do it better manual is an AWESOME find!
Car is usually garaged, so glad I left it out in the rain to discover this. (yeah, from the rust in the heater vent it's been going on for a while.) Will address pronto.
