It is a choke cable, but for the stock 36hp motor. What makes you think it was installed primarily for a Judson?

Cars with Judson's use the same choke cable but the routing through the fan shroud has to be changed. Also the original Judson kit had a extender cable so that the normal cable would reach the new location of the carb.
Other than that the choke cables are the same.

I don't remember seeing a choke cable listed with any VW Judsons or on George Folchi's or Alejandro Martin's parts lists either... educate me please, where did you get this info?

I had George Folchi do some work on my Judson that I installed in my 58 Ghia. In talking with him he mentioned that cable extender. I have also seen pictures of an NOS Judson kit that had this piece. It is not a complete cable only a 4 inch section of cable which is easily sourced. If you don't have it the stock cable will be short by that amount because of the reroute.

Craig,
I was able to re-route the stock choke cable on my ghia to make it work. I didnt route it through the stock hole in the front engine tin, just between the rubber and tin. Then I was able to slide the choke cable further to the driver's side where the choke cable was re-drilled through the fan shroud... It was actually the exact right length... Works great too!
